David Cameron has launched a blistering attack on Gordon Brown's proposed new legislative agenda, dismissing the draft Queen's Speech as a re-release of Labour's 1997 election manifesto.

After the Prime Minister broke with tradition and unveiled a programme of new legislation months before the new Parliamentary session is officially opened by the Queen in the autumn, the Conservative Leader declared: "We've heard it all before. All this Prime Minister has to offer is more of the same from a Government that has failed."
